However, all the respondents are represented. 2. The petitioner was also absent when the matter was previously listed on 17.12.2025, 19.01.2026 and 20.02.2026. However, when the matter was listed on 20.02.2026, the learned standing counsel for the FT and Border matters had produced a copy of death certificate disclosing that the petitioner, Bakuli Debnath had expired on 16.10.2025. The forwarding letter dated 19.02.2026 and enclosures thereto have already been made a part of record. 3. Mr. P. Sarmah, learned Addl. Senior Govt. Advocate has produced a copy of letter dated 07.03.2026, bearing Memo No. LGA- 39/NRC/DV/DF/2018/333, issued by the Additional District Commissioner cum ADRCR, NRC, Lakhimpur, North Lakhimpur, wherein it has been stated that after examination of available records pertaining to citizenship certificate dated 03.05.1960, purportedly issued in favour of Shri Biswambar Debnath, the original record of the certificate is not available in the Office of the District
Page No.# 3/3 Commissioner, Lakhimpur. However, it has been disclosed that the certificate was signed by Sub-Deputy Collector, Tinsukia and that the present day Lakhimpur District were administratively carved out of erstwhile larger Dibrugarh District on 02.10.1971. Thus, it is seen the original record of the citizenship certificate dated 03.05.1960 has not yet been traced out. 4. The copy of letter dated 07.03.2026 produced by the Additional Senior Govt. Advocate is made a part of record. 5.
Be that as it may, as the petitioner, Bakuli Debnath has already expired on 16.10.2025, and no application has been made for impleading any family member, this writ petition stands dismissed on abatement on death of the petitioner. 6. The dismissal of the writ petition shall not be bar for the competent authority to make enquiry against any other family members. 7.
