ORAL ORDER
1. Learned Additional Government Advocate accepts notice for respondent Nos.1 to 4.
2. Petitioner is before this Court seeking for the following reliefs:

a. Issue a writ of mandamus directing Respondent Nos.1-3 and their personnel, not to interfere with the daily activities of the petitioner, in the guise of him being included in the Rowdy Sheeter List, in No.251/ROWDY/CC/J.B.P.S.2017, and not to harass him in the guise of surveillance and monitoring. (Annexure 'C'); b. Pass any further order or orders as this Hon'ble Court may deem fit in the interest of justice and equity.
3. The grievance of the petitioner is that there is only one criminal complaint against the petitioner on which basis a rowdy sheet has been opened against the petitioner. The petitioner is not a habitual offender, and as such, the representation which had been submitted by the petitioner ought to have been considered and the name of the petitioner be deleted from the rowdy sheeter list.
4. A rowdy sheet is opened only when there are multiple complaints and the concerned person is stated or claimed to be a habitual offender so as to keep watch on that person. Merely because there is one complaint filed against the petitioner would not require a rowdy sheet to be opened against the petitioner.
5. In that view of the matter, this Court passes the following:

ORDER i) Writ petition is allowed. ii) Respondent Nos.1 to 3 are directed to consider the representations of the petitioner dated 27.06.2026 and 29.06.2026 at Annexures-E and F, and pass necessary orders as per the observation made herein above within a period of 15 (fifteen) days from the date of receipt of a copy of this order.
