1. Supplementary affidavit filed as per leave granted. Copy served.
2. The writ application has been preferred praying for direction upon the respondents to act in accordance with law by enforcing the Standard Operating Procedure.
3. On hearing the learned counsels for the parties and on perusal of the materials on record, it appears that at page 93 (annexure-P10) is a memo which is a certificate in respect of the petitioner dated 16.12.2025 and the said certificate has been issued as follows :
“The certification is issued in reference to the Standard Operating Procedure for Movement of Cattle by Road (Memo No.
2 187/CR/87/1/2025 dated 20th February, 2025 issued by the I.G. of Police, North Bengal Range) and as per the instruction of the Director of Animal Husbandry & Veterinary Services, West Bengal and Ex- Officio Secretary, Animal Welfare Board of West Bengal vide Order No. 3861/1/5C- 19/2000 dated 13.07.2017.”
4. Accordingly, the writ application is disposed of with the direction that the concerned respondent authorities herein shall strictly enforce the Standard Operating Procedure on the basis of which the certificate has been granted by the Inspector General of Police, North Bengal Region, in favour of the petitioner.
5. Writ application stands disposed of.
6. Connected application, if any, stands disposed of.
7. Urgent photostat certified copy of this order, if applied for, be supplied to the parties upon compliance with all requisite formalities.
