Mr. Sumer Singh, Sub Inspector (Investigating Officer), Thana Raipur, Dehradun, respondent No.3, is present personally before this Court. Mr. Ashish Joshi, learned counsel for respondent No.4-SBI, appeared through video conferencing. Hon’ble Pankaj Purohit, J. (Oral) The controversy involved in the present writ petition is that respondent No.3, without having any power under the law, has freezed the account of petitioner maintained in State Bank of India, Branch Rupkund Road, Gwaldam, District Chamoli, being Account Nos.39648949409, 20291470847 and 43952770159. 2. Vide order dated 27.02.2026, respondent No.3 was directed to remain present before this Court to explain as to why the account of petitioner was freezed by him. 3. This Court, vide order dated 16.03.2026, found that the seizer of the account by respondent No.3 was illegal and directed respondent No.3 to file an affidavit asking for an conditional apology within a week. 2026:UHC:2109 2 4. Pursuant to the order dated 16.03.2026, an affidavit has been filed by respondent No.3-Mr. Sumer Singh, Sub-Inspector, expressing unconditional apology before this Court, which is expressed in Paragraph 7, 8 and 9 of the said affidavit. Unconditional apology of respondent No.3 is accepted. Respondent No.3 shall be cautious in the future while transacting his duties. 5. It is also informed that the accounts, which have been freezed by respondent No.3 illegally, have now been defreezed. In such view of the matter, nothing left to be decided in the present writ petition. 6. Accordingly, the present writ petition is disposed of. (Pankaj Purohit, J.) 25.03.2026 PN
