JUSTICE SURAJ GOVINDARAJ ORAL ORDER 1. Learned AGA accepts notice for respondents No.1 to 4. 2. The Petitioner is before this Court seeking the following reliefs: a. Issue a writ of Certiorari or any other appropriate writ, order, or direction quashing the impugned notice dated: 06.07.2026 issued by the 3rd respondent proposing to open a rowdy sheet against the petitioner as per ANNEXURE - A. b. Declare the action of the respondents in proposing to open a rowdy sheet without satisfying the statutory requirements and the applicable Police Standing Orders as illegal, arbitrary, and violative of Articles 14, 19, and 21 of the Constitution of India; c. Direct the respondents not to open or maintain any rowdy sheet against the petitioner except in strict accordance with law and the applicable Police Standing Orders; d. What is essentially challenged in the present writ petition is a show-cause notice dated 06.07.2026. A writ petition challenging a show-cause notice is not maintainable, unless the show-cause notice had been issued without jurisdiction. 4. In the present matter, respondent No.3 has the necessary jurisdiction under the Karnataka Police Act to issue the impugned notice. 5. Reserving liberty to the petitioner to reply to the said show-cause notice and place all such material as the petitioner may deem appropriate before respondent No.3 for consideration, the petition stands disposed of.
