1. By way of this petition, the petitioner has prayed for following reliefs:-
“10.1 That, the Hon'ble Court may kindly be pleased to direct the respondent authorities to take strict action against the respondent no. 6 & 7, in the interest of justice. 10.2 That, the Hon'ble Court may be pleased to direct the Respondent authorities to take strict action against the respondent no. 6 as per the enquiry report dated 10.02.2025 submitted by the collector Janjgir-Champa before the respondent no. 2. 10.3 That, any other writ, order, directions or relief which this Hon'ble Court may deem fit may kindly be passed in favour of the petitioner.”

Learned counsel for the petitioner submits that respondent No. 6 has acted in an illegal, arbitrary, mala fide and improper manner, amounting to misconduct under the applicable service rules, by repeatedly harassing the petitioner through the issuance of unwarranted show-cause notices, disregarding her replies, and subjecting her to continuous mental harassment.
It is further submitted that, despite repeated complaints made by the petitioner as well as other staff members against respondent No. 6, and notwithstanding the enquiry report dated 10.02.2025
3 submitted by the Collector, Janjgir-Champa, recording various instances of misconduct on the part of respondent No. 6, the competent authorities have failed to initiate any disciplinary action against him. It is contended that such continued inaction on the part of the respondent authorities has emboldened respondent No. 6 to persist with his arbitrary and high-handed conduct, thereby causing serious prejudice not only to the petitioner but also to other employees. It is, therefore, prayed that appropriate action be directed to be taken against respondent No. 6 in accordance with law. 3. Per contra, learned counsel appearing for the State as well as respondents No. 6 and 7 opposes the petition and submits that respondent No. 6 has already been transferred from the place of posting concerned vide transfer order dated 11.06.2026. It is, therefore, contended that the grievance raised by the petitioner no longer survives for consideration and, consequently, the present writ petition has been rendered infructuous. 4. I have heard learned counsel for the parties at length and have perused the material available on record. 5. Having considered the submissions advanced by learned counsel for the parties, particularly the stand taken by the State in paragraph 4 of its reply, and in view of the admitted fact that respondent No. 6 has already been transferred vide order dated 11.06.2026, this Court is of the considered opinion that the
4 principal grievance raised by the petitioner no longer survives for adjudication. Consequently, no further effective relief can be granted in the present proceedings and, therefore, the writ petition has become infructuous. Sd/- (Amitendra Kishore Prasad) Judge Raghu Jat
