This is a writ petition filed under Article 226 of the Constitution of India seeking the following prayers:- “a) Issue a writ of mandamus or any other appropriate writ, order or direction directing the Respondents to retrieve, trace, verify and authenticate the NEET-UG 2019 qualification records of Petitioner No.1 and NEET-UG 2022 qualification records of Petitioner No.2 from their respective official databases, and to accept such verified records for the purposes of FMGE registration; b) Issue a writ, order or direction directing the Respondents to permit Petitioner No.1 to register for and appear in the forthcoming FMGE scheduled for June 2026, and to permit This is a digitally signed order. The Order is downloaded from the DHC Server on 20/04/2026 at 14:03:03 Petitioner No.2 to register for and appear in the FMGE immediately upon completion of her MBBS course, without insisting upon production of a physical NEET-UG scorecard, which is unavailable due to discontinuation/non- availability of the NTA retrieval portal; c) Issue a writ, order or direction declaring that qualification in NEET-UG, in terms of the Notification dated 01.03.2018 issued by the erstwhile Medical Council of India, constitutes sufficient compliance with eligibility requirements for appearing in the FMGE, and that non- production of a physical NEET scorecard owing to administrative or systemic lapses cannot be treated as a valid ground for denial of FMGE registration; d) Issue a writ, order or direction directing the Respondents to accept and consider alternative documents submitted by the Petitioners, including but not limited to NEET Admit Cards, Application IDs, Roll Numbers, Passports, MBBS admission documents, completion certificates, and any other relevant material, for the purpose of verification and authentication of their NEET-UG qualifications; e) Grant the Petitioners the same relief and benefit as granted by this Hon’ble Court in its judgment dated 11.11.2025 passed in W.P.(C) No. 14627/2025, Amrita & Ors. v. Union of India & Ors., by directing the Respondents to treat NEET-UG particulars verified from the NTA’s official database as conclusive proof of eligibility for FMGE This is a digitally signed order. The brief facts of the case are that the petitioners are medical degree holders from foreign Universities and want to appear for Foreign Medical Graduate Examination (“FMGE”), conducted by the National Board of Examinations in Medical Sciences (“NBEMS”). However, the Information Bulletin issued by NBEMS for FMGE, requires mandatory submission of NEET UG Scorecard and the petitioners are unable to find or retrieve their NEET-UG 2019 and 2022 Scorecards. 3. Learned counsel for the petitioners, states that the respondent No. 1, namely National Testing Agency (“NTA”) has furnished particulars of the petitioners as available in their database, and the same can be perused by this Court to issue directions to treat this order as NEET UG Scorecards. 4. The respondent No. 1, has filed a counter affidavit mentioning relevant details and particulars of the petitioners, which reads as This is a digitally signed order.
