Learned counsel for the petitioner submits that the order passed by this Court has been communicated to the Secretary, School Education Department through registered post, and a copy of the postal tracking report has been placed on record. 2. On perusal of the record, it is evident that only the postal tracking report has been filed. No acknowledgment or other material has been produced to demonstrate that the representation along with the order of this Court was actually received by the Secretary, School Education Department, who was directed to consider and decide the representation. In the absence of any proof of receipt, notice cannot be issued in the present contempt proceedings, nor can it be held that there has been non-compliance or willful disobedience of the order passed by this Court. 3.
