The jurisdiction of this Court has been invoked under Article 226 of the Constitution of India for issuance of writ in the nature of a writ of Mandamus, directing the respondents to consider and regularize the services of the petitioners in terms of the policy instructions dated 18.03.2011 (Annexure P-1) with effect from 18.03.2011, by treating them at par with similarly situated Computer Operators appointed on contractual basis and subsequently regularized vide order dated 23.12.2011 (Annexure P-2), and in the light of the judgments passed by this Court in CWP No. 27344 of 2013, Hargopal and Others vs. State of Punjab and Others, decided on 02.04.2026 (Annexure P-3), and CWP No. 5307 of 2025, Kartar Singh and Others vs. State of Punjab and Others, decided on 06.02.2026 (Annexure P-4), and further directing the respondents to grant all consequential service benefits, including the benefit of the Old Pension Scheme in accordance with the judgments in Harbans Lal vs. State of Punjab (CWP No. 2371 of 2010) and State of Haryana and Others vs. Jai Bhagwan (LPA No. 1892 of 2019), along with pay fixation, release of consequential arrears with interest @ 12% per MEENU 2026.07.17 14:11 I attest to the accuracy and integrity of this document CWP-21293-2026 -2- annum, and to pass such other or further order(s) as this Court may deem fit and proper in the facts and circumstances of the present case, in the interest of justice. 2. Learned counsel for the petitioner submits that he will be satisfied in case a direction be issued to the respondent/State to decide the representation/legal notice dated 11.05.2026 (Annexure P-11). 3. Notice of motion. 4. Mr. Rajiv Verma, Addl. AG. Punjab, having served with an advance copy of the petition, has put in appearance on behalf of respondent/State and assures the Court that the above-said representation/legal notice will be decided within time bound manner. 5. Without adverting to the merits of the case, the respondent No.2- Director, Health and Family Welfare, Punjab, is directed to decide the representation/legal notice dated 11.05.2026 (Annexure P-11) considering the policy for regularization dated 18.03.2011 (Annexure P-1) and in the light of the judgments passed by this Court in CWP No. 27344 of 2013, Hargopal and Others vs. State of Punjab and Others, decided on 02.04.2026 (Annexure P-3), and CWP No. 5307 of 2025, Kartar Singh and Others vs. State of Punjab and Others, decided on 06.02.2026 (Annexure P-4), Harbans Lal vs. State of Punjab (CWP No. 2371 of 2010) and State of Haryana and Others vs. Jai Bhagwan (LPA No. 1892 of 2019), and after providing opportunity of hearing to the petitioner, within a period of 8 weeks from receipt of certified copy of this order. A copy of speaking order so passed will be supplied to the petitioner within one week thereafter. 6. The petition in the aforesaid terms stands disposed off.
