Learned counsel for the petitioner submits that the respondent No.2 had issued an Expression of Interest (EOI) in May, 2023 for parasailing operations in Dal Lake, Srinagar. He submits that the petitioner emerged as the highest bidder in the e-auction. And per tender conditions, he deposited mandatory 25% fee, procured specialized equipment, hired staff and even obtained necessary certifications. However, despite all statutory clearances, no objections certificates procured from various documents between July, 2023 and October 2025, the authorities have failed to issue the requisite licenses to the petitioner. He submits that the petitioner has already invested Rs.1.25 crores and for which he even had to mortgage his residential property. But owing to apparent inaction and administrative apathy of the authorities, he is facing severe financial crisis. Thus, this petition. 02. Served with an advance copy of the petition, Mr. Mohsin S. Qadri, learned Senior AAG, is present on behalf of respondents. 03. At the outset, he submits that let the present petition be disposed of for the present to enable the competent authority to take cognizance of the concerns/grievances of the petitioner forthwith and pass necessary orders. 04. Learned counsel for the petitioner is aggregable to the course suggested by the Mr. Qadri, learned Senior AAG, on behalf of respondents. However, he submits that a considerable time has already elapsed, it would rather be expedient if the respondents are directed to take a formal decision within the specified time. 05. To this Mr. Qadri, learned Senior Counsel, submits that the respondent- authorities shall make a formal decision and pass necessary orders within two weeks from today and if necessary, the petitioner shall also be heard. 06. That being so, we are not required to delve into the merits of the case. 07. The petition is accordingly disposed of in terms of statement made by learned senior counsel for the respondents. This Court is sanguine that the competent authority shall consider the matter in its right earnest and without any further delay shall take a formal decision and pass orders within the time indicated above.
