Mr. Shibjit Mitra, Mr. Subhasish Mitra, Ms. Triparna Das. …For the alleged contemnor. 1. An affidavit-of-compliance has been filed by the alleged contemnor indicating that notice of demolition has been issued after inspection of 141 sq. ft. of unauthorized construction was found by the Prodhan, Singur-I Gram Panchayat. 2. The respondents have been given six weeks time to remove the unauthorized construction. 3. This Court had noted the recalcitrant attitude on the part of the alleged contemnor on 17th July, 2026. 4. This Court was not satisfied with the explanation offered for silence with regard to the delay in compliance of this Court’s order. 5. This Court notes complete indifference on the part of Smt. Krishna Giri towards the orders of the High Court. The alleged contemnor has complied with the order in question with a delay of three years. The benefit of unauthorized construction for a period of 2 more than three years has been allowed to the private respondent. 6. It is submitted orally by the Counsel for the alleged contemnor that the compliance of this Court’s order was required by her predecessor and she had no notice of this Court’s order since the Secretary of Singur-I Gram Panchayat did not hand over the files to her. 7. Upon being enquired as to what steps she has taken under the Secretary, Ms. Giri is absolutely silent and submits that no steps have been taken against the Secretary, Singur-I Gram Panchayat till date. 8. This Court, therefore, finds Ms. Giri to guilty of contempt of court. Ms. Giri is fined of Rs.2,100/- (Rupees two thousand one hundred only) to be paid by her to the applicant. Let such payment be made by Ms. Krishna Giri to the applicant within a period of ten days from date. 9. The personal appearance of Ms. Krishna Giri is dispensed with. 10. With the aforesaid directions, W.P.C.R.C. 167 of 2026 shall stand disposed of. 11. Rule, if any, shall also stand discharged. 12.
