THIS WRIT PETITION IS FILED UNDER ARTICLES 226 AND 227 OF THE CONSTITUTION OF INDIA PRAYING TO CALL FOR RECORDS PERTAINING TO THE FILE REGARDING THE SERVICE CONDITIONS OF THE PETITIONER AND ISSUE A WRIT OF MANDAMUS DIRECTING R1 TO 3 TO REGULARIZE THE SERVICE OF THE PETITIONER IN THE POST OF LIBRARIAN IN KOIMS WITH EFFECT FROM DATE OF HIS INITIAL APPOINTMENT ON 06/09/2017 AND TO SANCTION ALL SERVICE BENEFITS AND MONETARY BENEFITS INCLUDING ARREARS OF SALARY BY CONSIDERING HIS REPRESENTATION DATED 01/04/2025 VIDE ANNEXURE-M BY RECALCULATING THE SAID BENEFITS AND TO PAY THE BALANCE DUES DUE TO THE PETITIONER WITH INTEREST AT 12% PER ANNUM ON SUCH BENEFITS TO THE PETITIONER TILL THE DATES OF SUCH PAYMENTS TO THE PETITIONER AND TO EXTEND ALL CONSEQUENTIAL BENEFITS ARISING THERETO AND ETC.

ORAL ORDER This writ petition is filed under Articles 226 & 227 of the Constitution of India, seeking the following relief:
“Call for records pertaining to the file regarding the service conditions of the petitioner and issue a writ of mandamus directing the respondent Nos. 1 to 3 to regularize the service of the petitioner in the post of Librarian in KOIMS with

effect from date of his initial appointment on 06.09.2017 and to sanction all service benefits and monetary benefits including arrears of salary by considering his representation dated 01.04.2025 vide Annexure-M by recalculating the said benefits and to pay the balance dues due to the petitioner with interest at 12% per annum on such benefits to the petitioner till the dates of such payments to the petitioner and to extend all consequential benefits arising thereto.”
2. The petitioner was appointed as a Librarian on a contract basis in the third respondent–Institution in the year 2017. The petitioner submitted a representation dated 01.04.2025 to the first respondent, vide Annexure- M, seeking regularization of his service. Since no action has been taken on the representation, the petitioner is before this Court.
3. Under these circumstances, in view of the representation dated 01.04.2025, and since no action has

been taken by the first respondent, it is suffice for this Court to direct the first respondent to consider the representation.
4. In view of the above, without expressing any opinion on the merits of the case, the writ petition stands
disposed of, directing the first respondent to consider the petitioner’s representation dated 01.04.2025 (vide Annexure-M) in accordance with law, as expeditiously as possible, and in any event, not later than three months from the date of receipt of a certified copy of this order.
