1. Affidavit of service filed in Court today is taken on record.
2. In spite of service, none appears on behalf of the respondents.
3. The petitioner alleges that due to the delay on the part of the Teacher-in-Charge of the school to accord permission for under-going B.Ed. course in 2016–2018 session, the petitioner is losing financially. The petitioner had to take admission in the next session i.e, 2017–2019.
4. Prayer has been made to direct the respondent authority for grant of increment upon condoning the delay on the part of the Teacher-in- Charge to issue the ‘no objection certificate’ for under- going B.Ed. course.

5. It appears that the petitioner has already undergone the B.Ed. training course. He alleges financial loss for delayed permission granted by the Teacher-in-Charge of the school for taking admission in the course. The said allegation is to be ascertained by the competent authority.
6. In view of the above, the instant writ petition stands disposed of with the observation that it will be open for the petitioner to file fresh representation highlighting his grievances, disclosing all facts with corresponding dates before the District Inspector of Schools (Secondary Education), Tamluk, Purba Medinipur seeking relief.
7. In the event such an application is made, the same shall be considered by the aforesaid respondent in accordance with the prevailing Rules at the earliest but positively within a period of eight weeks from the date of filing the representation.
8. Reasonable opportunity of hearing shall be granted to the petitioner and the Teacher-in-Charge of the school for arriving at a decision in the matter.
9. A reasoned order shall be passed and communicated to all the parties.

10. If the prayer of the petitioner is allowed, then necessary consequential steps shall be taken without any further delay.
11. The writ petition stands disposed of.
12. All parties are to act on the server copy of this order duly downloaded from the official website of this Court.
13. Urgent photostat certified copy of this order, if applied for, be supplied to the parties upon compliance of all requisite formalities.
