...RESPONDENT(S): Petition under Article 226 of the Constitution of India praying that in the circumstances stated in the affidavit filed therewith, the High Court may be pleased to issue an appropriate Writ, Order or direction more particularly one in the nature of Writ of Mandamus declare the inaction on part of the respondents herein not releasing the bills amount worth of an total amount of Rs.21,86,612/- i.e.,1) Amount Rs.4,94,773/-, Agreement EE.No.333/2023-24, dated 03.02.2024 and File in Rc.No.E3.PD3(Parks)-124430/2023, 2) Amount Rs.2,77,926/-, Agreement EE.No.332/2023-24, dated 03.02.2024, File No. in Rc.No.E3.PD3(Parks)-124428/2023, 3). Amount Rs.7,31,046/-, vide Agreement EE.No.12/2025-26, dated 10.04.2025 and file in Rc.No.E3.PD3(Parks)-101753/2025 and 4). Amount of Rs.6.82,867/- vide Agreement EE.No. 235/2025-26 dt. 19.09.2025 and file in Rc.VI, 111941/2025,with interest of execution of completion of works under Municipal Corporation Department as per agreements to the petitioner till today and causing heavy loss with interest even though total works were completed as per the agreements as illegal, arbitrary and violation of Articles 14, 16 and 21 of The Constitution of India. IA NO: 1 OF 2026 Petition under Section 151 CPC praying that in the circumstances stated in the affidavit filed in support of the petition, the High Court may be pleased to direct the respondents release the Final Bill amount of Rs.21,86,612/- for execution of completion of above said works as per agreements to the petitioner forthwith, pending disposal of the above writ petition and to pass such Counsel for the Petitioner:

Order:-
The learned counsel for the petitioner submits that the petitioner is a contractor and has executed works as entrusted by respondent Nos. 2 to 5. It is also submitted that the petitioner has submitted the final bills amounting to Rs. 21,86,612/-. It is submitted that the respondents have not released the payments though the work is completed in all respects.
2. Sri S.V.S.S. Siva Ram, learned Standing Counsel appearing for respondent Nos. 2 to 5, on written instructions submits that the works are completed and there is no dispute with regard to the amount claimed by the petitioner. It is also submitted that the bills are presently under scrutiny and after scrutiny the same shall be released.
3. Recording the submissions, this writ petition is disposed of at the admission stage, directing the respondents to verify and release the payments due and payable to the petitioner as expeditiously as possible, preferably within a period of six (06) weeks from the date of receipt of a copy of this
order. There shall be no order as to costs.
As a sequel, miscellaneous petitions pending, if any, shall stand closed.
