Learned counsel appearing for the petitioner submits that the petitioner's representation against the gradation list was rejected vide the impugned order dated 16.11.2018, by way of a non- speaking and unreasoned order.

2. Learned State counsel supports the impugned rejection order dated 16.11.2018 and submits that the writ petition is liable to be dismissed
3. Heard learned counsel for the parties, considered their rival
submissions, and perused the record minutely.
4. A careful perusal of the impugned order dated 16.11.2018 would show that the petitioner’s objections/representations dated 05.03. 2018 & 23.04.2018, with regard to seniority list, have been considered and rejected by way of a non-speaking and unreasoned
order, which is unsustainable and bad in law; therefore, the same is liable to be and is hereby set aside. The competent authority is
directed to pass a fresh reasoned and speaking order on objection with regard to seniority list of Assistant Accounts Officers.
5. In view of the above, the writ petition stands disposed of.
