(ORAL) Learned counsel for the petitioner submits that pursuant to request for proposal (RFP), Annexure P-1, petitioner participated in the tender process and submitted his bid. He states that out of the four participants, three of them including the petitioner, have been disqualified. Counsel asserts that intimation that petitioner's bid has been found to be non-responsive (Annexure P-5) was uploaded on 23.06.2026 and, immediately thereafter, the petitioner submitted a representation (Annexure P-7) on the very next day. It is his assertion that the petitioner's bid is better than that of the bidder who has been found to be qualified. He also states that the petitioner is not aware of the reason for which he has been disqualified. He limits his prayer in the writ petition to a direction to respondents No. 2 to 4 to decide his representation. Although, on advance copy of the petition, respondents No. 1 to 4 are represented through a counsel but, he does not have any instructions. 3. Given the nature of the order proposed to be passed, this Court does not deem it necessary to call for a response from the respondents. 4. As the petitioner's representation is pending with the respondents, writ petition is disposed of with a direction to the competent authority of the Rail Land Development Authority (RLDA) to decide the representation dated 24.06.2026 (Annexure P-7) within a period of two weeks from the date of communication of a copy of this order.
