This is the second application for pre-arrest bail. The court does not find any changed circumstance. The charge-sheet has been submitted showing that the petitioner has been absconding in the meantime. 2. This cannot be the changed circumstance entitling the petitioner to pray for pre-arrest bail for the second time. 3. Considering the aforesaid facts, the prayer for anticipatory bail is rejected. 4.
