JUSTICE R DEVDAS ORAL ORDER Learned Counsel for the petitioner has filed memos separately in all these matters seeking leave of this Court to withdraw these writ petitions while seeking liberty to file fresh writ petitions. 2. Learned Additional Government Advocate raises an objection stating that the petitioners had earlier approached this Court in W.P.Nos.38503-38509/2000, where this Court held that there is nothing to show that the grantee was in physical possession of the property from the date of the grant till the proceedings were initiated. The entry in the Record of Rights was made for the first time in the name of the petitioners No.1 to 5 in the year 1995 and the Deputy Commissioner initiated proceedings in the year 1997 immediately, when the facts were brought to the notice of the Deputy Commissioner. Therefore, it was held that there is no question of delay or laches on the part of the Deputy Commissioner in initiating - 6 - HC-KAR NC: 2026:KHC:19786 WP No. 7451 of 2026 C/W WP No. 7455 of 2026 WP No. 7521 of 2026 the proceedings to cancel the mutation entries. The writ petitions were dismissed while levying costs of Rs.10,000/- on the petitioners and this aspect of the matter has not been disclosed in the writ petition. 3.
