This order shall dispose of abovesaid petitions, as common question of law and facts are involved for adjudication. For the sake of convenience, facts are taken from CWP-23365-2023. 2. The petitioner has filed the instant petition under Articles 226/227 of the Constitution of India, seeking issuance of a writ of VINOD KOTHIYAL 2026.07.14 16:08 I attest to the accuracy and authenticity of this document CWP-23365-2023 and -2- CWP-14701-2024 mandamus directing the respondents to promote the petitioner to the post of Chief Engineer (Electrical) w.e.f. 01.10.2023 in the reserve category (SC) as the said post in the said category is lying vacant w.e.f. 01.10.2023. 3. Learned counsel for the respondents-PSPCL in CWP- 23365-2023 has produced a copy of the order dated 18.10.2025, whereby the petitioner has been promoted to the post of Chief Engineer. He submits that in view of the said development, the instant petition has been rendered infructuous. Copy of order dated 18.10.2025 is taken on record. 4. Learned counsel for the petitioner submits that although, the petitioner has been promoted to the post of Chief Engineer, however, he is entitled for the said promotion w.e.f. the year 2023. He submits that for claiming the said benefit, the petitioner shall make a representation to the respondents-PSPCL which may be directed to be considered and disposed of in a time bound manner. 5. If any such representation is submitted by the petitioner within a period of 04 weeks from today, the same shall be considered and disposed of by the Competent Authority after granting an opportunity of hearing within a period of 03 months from the date of receipt of certified copy of this order. 5.
