Considering the nature of relief to be granted, issuance of notice to the fourth respondent is dispensed with. 2.It is not in dispute that the petition mentioned survey numbers have been classified as “water bodies”. It appears that they vest with the Public Works Department. The specific allegation of the petitioner is that the fourth respondent has constructed a house in a water body. 3.We direct the third respondent to conduct survey after issuing notice to the fourth respondent and other interested persons. It appears that the third respondent has already proposed to conduct survey on 14.06.2026.
