It is the contention of the petitioner that the lands in the abovesaid survey numbers were originally acquired by the Tamil Nadu Housing Board and the said lands were earmarked for school and commercial complex, whereas, the allottees namely, respondents 6 and 7 violated layout rules by converting the public utility area into private residential plots and several houses have been constructed therein. 3. We are of the view that if there is any violation of layout condition by the private respondents, it is for the aggrieved party which is the Tamil Nadu Housing Board, to question the same. A blanket Mandamus at the instance of the petitioner for cancellation of sale deeds, cannot be granted.
