IN THE HIGH COURT OF PUNJAB AND HARYANA AT CHANDIGARH 106 CWP-20688-2026 Date of Decision : July 10, 2026 ANURAG -PETITIONER V/S STATE OF HARYANA AND ANOTHER -RESPONDENTS CORAM: HON'BLE MR. JUSTICE KULDEEP TIWARI Present: Mr. Mahesh Saxena, Advocate, and Mr. Sandeep Lather, Advocate for the petitioner. Mr. Gaurav Jindal, Addl. A.G., Haryana. *** KULDEEP TIWARI, J. (ORAL) 1. The lackadaisical and indolent approach of the competent authority in deciding the petitioner’s application dated 27.03.2025 seeking the issuance of an arms licence has compelled the petitioner to institute the instant writ petition, seeking the issuance of appropriate directions to the competent authority. 2. Learned counsel for the petitioner submits that the petitioner is a sportsperson affiliated with the National Rifle Association of India and has participated in several State and National-level shooting competitions. It is further submitted that the petitioner intends to participate in the Rifle/Pistol Events scheduled to be held during the period from January 2026 to December 2026, for which the Haryana Rifle Association has issued a Competitor Card in his favour. It is contended that in the absence of a valid arms licence, the petitioner cannot participate in the said event. Accordingly, the petitioner submitted an application dated 27.03.2025 DEVINDER YADAV 2026.07.13 14:47 I attest to the accuracy and authenticity of this order/judgment CWP-20688-2026 2 seeking the grant of an arms licence. However, despite the lapse of considerable time, no decision has been taken on the said application. It is, therefore, prayed that directions be issued to the competent authority to decide the petitioner’s application within a time-bound period. 3. Learned State counsel, who has received an advance copy of the writ petition and appears on behalf of the respondents, submits that he has no objection to the issuance of directions to the competent authority to decide the petitioner’s application within a time-bound period. 4. In view of the above, and without expressing any opinion on the merits of the case or the petitioner’s claim, the instant writ petition is disposed of with directions to the competent respondent/authority to take a final decision on the petitioner’s application seeking the issuance of an arms licence within six weeks from the date of receipt of a certified copy of this order. 5. Liberty is also reserved to the petitioner to seek revival of the instant writ petition in the event the authority fails to comply with the directions issued hereinabove.
