It is the case of the petitioner that he was appointed as Field Surveyor on 17.06.2011 on compassionate ground. While so, he was issued with a 17(a) charge and also frequently transferred within the District itself. In the meantime, according to his seniority, the respondents ought to have promoted him to the post of Firka Surveyor for the year 2024-2025 and 2025-2026. 3. Aggrieved by the same, the petitioner made a representation dated 24.03.2026 to the first respondent, for which, there is no response till date. Therefore, the petitioner is before this Court. 4. Heard the learned counsel on either side and perused the materials available on record. 5.
