The instant writ petition is disposed of with the observation that it will be open for the petitioner to make fresh online application seeking transfer disclosing the ground for the same. 3. If the online portal is found to be non-functional, then the petitioner will be at liberty to file offline application in the prescribed format. 4. In the event online mode is non-functional, then the petitioner may file his application in the prescribed format in the offline mode. 5. If such application is made, it shall be considered by the authority strictly in accordance with law at the earliest but positively within a period of eight weeks from filing of the application.
