This is a writ petition filed under Article 226 of the Constitution of India seeking the following prayers: “a) Issue an appropriate writ, order or direction, including a writ of mandamus, directing Respondent No.1/National Testing Agency (NTA) to retrieve, trace, verify, authenticate and certify the Petitioners’ respective NEET-UG 2019, NEET-UG 2020 and NEET-UG 2021 qualification records from its official database, including marks, percentile, rank, Application ID and Roll Number details; This is a digitally signed order. The Order is downloaded from the DHC Server on 20/04/2026 at 14:04:00 b) Issue an appropriate writ, order or direction directing Respondent No.3/National Board of Examinations in Medical Sciences (NBEMS) to accept the NEET-UG particulars so verified and certified by Respondent No.1 as valid and conclusive proof of eligibility for the purposes of registration and appearance in the Foreign Medical Graduate Examination (FMGE); c) Issue an appropriate writ, order or direction permitting the Petitioners to register for and appear in the forthcoming FMGE June 2026 session and subsequent sessions, subject to completion of their respective MBBS programmes, without insisting upon production of the physical/original NEET-UG scorecards which are no longer retrievable from the NTA portal; d) Issue an appropriate writ, order or direction declaring that qualification in NEET-UG, in terms of the Notification dated 01.03.2018 and Public Notice dated 08.03.2018 issued by the erstwhile Medical Council of India (MCI), constitutes sufficient compliance with the eligibility requirement for pursuing MBBS abroad and for appearing in FMGE, and that non-production of a physical scorecard due to administrative or systemic lapses cannot be treated as a ground for denial of registration; e) Issue an appropriate writ, order or direction directing the Respondents to treat the verification/confirmation issued by Respondent No.1 from its official database, or the order This is a digitally signed order. Union of India & Ors., by directing the Respondents to treat NEET-UG particulars verified from the NTA’s official database as conclusive proof of eligibility for FMGE purposes;...” 2. The brief facts of the case are that the petitioners are medical degree holders from foreign Universities and want to appear for Foreign Medical Graduate Examination (“FMGE”), conducted by the National Board of Examinations in Medical Sciences (“NBEMS”). However, the Information Bulletin issued by NBEMS for FMGE, requires mandatory submission of NEET UG Scorecard and the petitioners are unable to find or retrieve their NEET-UG 2019, 2020, and 2021 Scorecards. 3. The learned counsel for the petitioners states that the respondent No. 1, namely National Testing Agency (“NTA”) has furnished particulars of the petitioners as available in their database, and the same can be perused by this Court to issue directions to treat this order as NEET UG Scorecards. 4. The respondent No. 1, has filed a counter affidavit mentioning relevant details and particulars of the petitioners, which reads as This is a digitally signed order. Accordingly, the respondent No. 3 is directed to treat this Order as a Scorecard for NEET-UG 2019, 2020, and 2021 examination in respect of the petitioners except petitioner No. 1 and consequently, the requirement on part of the petitioners to furnish Scorecard of NEET- UG 2019, 2020, and 2021 for FMGE 2026 and also for future FMGE Examinations stands discharged. 6. As regards the petitioner No. 1 namely, Mr. Musaib Zahid the aforesaid marks and particulars as furnished by the respondent No. 2 This is a digitally signed order.
