The petitioner is aggrieved by the non consideration of her representation made to the respondent WBSEDCL Authority as well as the Chief Electrical Inspector praying for compensation on account of death of the petitioner’s husband due to electrocution. 2. Learned advocate appearing for the petitioner submits that neither of the respondents has considered the petitioner’s representation for compensation despite the same having been made as far back as on April 06, 2026. 3. Dr. Saharay, learned advocate appearing for the respondent WBSEDCL Authority submits that the alleged incident had occurred in the year 2022 and the petitioner has made the representation four 2 years thereafter. 4. Affidavit of service filed in court today reveals that the postal article sent to the Chief Electrical Inspector, West Bengal has been returned with the endorsement “refused by receiver”. 5. It is unfortunate that the Chief Electrical Inspector has refused postal articles addressed to it. 6. Since a representation has been made before statutory authorities the same must be disposed of by the such authorities in accordance with law. 7. In such view of the matter, the Zonal Manager Kolkata of the West Bengal State Electricity Distribution Company Limited shall consider the petitioner’s representation dated April 06, 2026 (Annexure P-3 at Pages 15 and 16 of the writ petition) in accordance with law and dispose of the same as expeditiously as possible and preferably within a period of four weeks from date upon affording opportunity of hearing to the petitioner. The Zonal Manger Kolkata shall be at liberty to delegate his authority, to dispose of the said representation in terms of this order, to another competent officer who would give a hearing to the petitioner and dispose of the representation in accordance with law within the time as aforesaid. 8. Needless to mention that the Zonal Manager and or his delegate, as the case may be, shall pass a reasoned order within the aforesaid period, in 3 accordance with law and communicate the same to the petitioner within a week from passing thereof. 9. The Chief Electrical Inspector is also directed to consider the petitioner’s representation and dispose of the same in accordance with law upon affording an opportunity of hearing to the petitioner within a period of four weeks from the date of communication of this order to him. The learned Registrar General of this Court is requested to serve a copy of this order upon the Chief Electrical Inspector West Bengal for compliance. 10. With the above observations, WPA 14922 of 2026 stands disposed of. There shall be no order as to costs. 11. Urgent photostat certified copy of this order, if applied for, be supplied to the parties subject to compliance with all requisite formalities. (Om Narayan Rai, J.)
