JUSTICE SURAJ GOVINDARAJ ORAL ORDER 1. Petitioner is before this Court seeking for the following reliefs: a. Issue an appropriate writ, order or direction especially in the nature of Mandamus and/ or any other appropriate writ, recalling the Look-Out Circular(S) issued by the Respondent Nos.1 to 4 issued by the respondent Nos.1 to 4 issued Additional Government Advocate the petitioner and/or b. Issue appropriate writ, order or direction especially in eth nature of certiorari and/or any other appropriate writ, quashing and/or setting aside the Look-Out Circular(S) issued by the Respondent Nos.1 to 4 issued against the petitioner; and/or - 4 - HC-KAR NC: 2026:KHC:34937 WP No. 31473 of 2024 c. Pass any such other writ or order(s) as it may deem fit and proper in the interest of justice. 2. A memo for withdrawal dated 07.07.2026 has been filed signed by the petitioner and counsel for the petitioner, which reads as under: "The Petitioner respectfully submits as follows: The Petitioner submits that he has filed the present petition seeking the following reliefs: i) Order or direction especially in the nature of mandamus and / or any other appropriate writ, recalling the look-out circular (s) issued by the Respondent Nos. 1 to 4 issued against the Petitioner; and/or ii) Order or direction to quash and / or setting aside the look-out circular(s) issued by the Respondent Nos. 1 to 4 issued against the Petitioner; iii) Pass an order directing the Respondent No. 1 to 4 to make a disclosure as regards currently pending lookout circular (s) with the names of the investigative agency / agencies or the public sector banks upon whose requests, look-out circular/s have been opened and are currently pending in the name of the Petitioner so that accordingly, the Petitioner is enabled to approach those investigative agencies or the respective concerned courts or the public sector banks for withdrawal of the lookout circulars or proceed otherwise in accordance of law. It is submitted that at the time of filing the petition, the case bearing FIR No.RC0782020E0002 which was registered before the BS&FB Division, Bangalore by Respondent No.2, was pending investigation. It is submitted that during the pendency of the present Writ Petition, the Respondent No. 2 has filed a final report and the same is numbered as C.C. 837/2025 and is - 5 - HC-KAR NC: 2026:KHC:34937 WP No. 31473 of 2024 pending before the III Additional Chief Judicial Magistrate at Esplanade, Mumbai, the Petitioner is arrayed as Accused No-3. It is therefore submitted that in view of the final report le. chargesheet being filed, the Petitioner seeks to withdraw the present petition, as permission if any, in respect of travel is to be obtained from the concerned jurisdictional Court. Hence the present petition, in view of the change in the circumstances as mentioned above does not survive for consideration. It is submitted that the memo may kindly be Allowed and taken on record in the interest of justice and equity." 3.
