2026:JHHC:8853-DB 1 IN THE HIGH COURT OF JHARKHAND AT RANCHI W.P. (PIL) No. 387 of 2026 ------- Dinesh Yadav, aged about 48 years, Son of Late Tarni Yadav, Resident of Village Krudih, P.O.-Jokela, P.S.-Saraiyahat, District-Dumka. ......Petitioner(s) Versus 1. The State of Jharkhand. 2. The Deputy Commissioner, Dumka, P.O.-Dumka, P.S.- Dumka(T), District-Dumka. 3. The District Panchayat Rajiya Officer, Dumka, P.O.-Dumka, P.S.-Dumka(T), District-Dumka. 4. The Block Development Officer, Raneshwar, P.O. + P.S.- Raneshwar, District-Dumka. 5. Sita Ram Yadav, Panchayat Secretary, Block-Raneshwar, P.O.+P.S.-Raneshwar, District-Dumka. .....Respondent(s) ------- CORAM: HON’BLE THE CHIEF JUSTICE HON’BLE MR. JUSTICE DEEPAK ROSHAN ------- For the Petitioner(s) : Mr. Manoj Kumar Sah, Advocate For the Respondent(s) : Mr. Yogesh Modi, A.C. to AAG-IA ------- 02/ Dated: 30.03.2026 1. Heard learned counsel for the parties. 2. This purported public interest litigation seeks the dismissal of the 5th respondent, a Panchayat Secretary, Block Raneshwar, District-Dumka. 3. We are extremely doubtful whether a public interest litigation would lie to seek such reliefs. In any event, the learned counsel for the petitioner now says that the 5th respondent has since expired. 4. Accordingly, even if we were to assume that some public interest litigation would lie in such a matter, we are now satisfied that this relief has been rendered infructuous. 2026:JHHC:8853-DB 2 5. On this ground, we dispose of this public interest litigation without any order for costs. (M. S. Sonak, C.J.) (Deepak Roshan, J.) MARCH 30, 2026 Amardeep/vikas Uploaded 02.04.2026
