2026:UHC:1341 SL. No. Date Office Notes, reports, orders or proceedings or directions and Registrar’s order with Signatures COURT’S OR JUDGE’S ORDERS WPSS/600/2026 Hon’ble Manoj Kumar Tiwari, J. Mr. Vinoda Nand Barthwal, Advocate for the petitioner. 2. Mr. Dinesh Bankoti, Brief Holder for the State of Uttarakhand/ respondents. 3. Petitioner has challenged an order, passed on 24.12.2016, in this writ petition. 4. Learned State Counsel is right in submitting that writ petition is barred by delay and laches. The delay of ten years has not been satisfactorily explained. 5. Since petitioner has permitted the impugned order to attain finality by sleeping over the matter for ten long years, therefore, he cannot be permitted to rake up old and stale claims by filing this writ petition. 6. The writ petition is dismissed on the ground of delay and laches.
