Ms. Sireesha Rani Vallabhaneni, learned Standing Counsel for Municipalities has submitted the Written Instructions furnished by the Commissioner, Kovvur Municipality, dated 09.02.2026. Copy of it is supplied to the Counsel for the Petitioner and the same is taken on record. 3. The Written Instructions would indicate that the Respondents have not issued any kind of direction or order to the petitioner to render the service as indicated in the writ petition. 4. Sri Mangena Sree Rama Rao, learned Counsel for the Writ Petitioner has drawn the attention of this Court to the Proceedings of the Commissioner, 3 Kovvur Municipality to the Executive Engineer (Public Health Division), West Godavari District, Eluru, dated 07.11.2015 listing out certain works to be executed and seeking sanction. 5. It is noticed by this Court, even if the claim of the Petitioner were to be agreed, this Writ Petition is hopelessly barred by delay and latches and on perusal of the Affidavit filed in support of this Writ Petition, this Court finds that no justification has been offered and the delay and latches have not been explained by the Petitioner at all. 6. In this view of the matter, this Court is of the view that the present Writ Petition is hopelessly barred by delay and latches and there remains no cause of action. 7. Accordingly, the Writ Petition is dismissed. No order as to costs. 8.
