The petitioner is before the Court seeking for the following reliefs; "i) Quash the email communication dated 05.05.2026 issued by the Respondent to the Petitioner (Annexure-A) conveying the decision of the Respondent to reject the bid of the Petitioner on account of the petitioner's offer did not meet the pre- qualification criteria relating to the solvency certificate. - 3 - HC-KAR NC: 2026:KHC:35147 WP No. 17656 of 2026 (ii) Direct the Respondent to consider the bid of the Petitioner as qualified and open and consider the financial/commercial bid of the Petitioner in respect of Tender Notice dated 13.01.2026 bearing reference No.Cont.No.FM/NE-P/Advt/22/25-26 (Annexure-B). (iii) Grant such other relief that this Hon'ble Court may deem fit in the facts and circumstances of the matter." 2. The issue in the present matter is as regards the wrong uploading of the solvency certificate inasmuch as the solvency certificate which had been uploaded by the petitioner was not for the period for which it was so required. This aspect has been dealt with by this Court in its order dated 24.06.2026 in Writ Petition No.14492/2026 (Sabari Electric Company vs. The General Manager, Facilities Management Division, Hindustan Aeronautical Limited and others) and this Court has come to a conclusion that there cannot be any clarification issued by the tenderer post the last date of submission nor can the tenderer file or upload any other document after the last date of submission.
