[2] At the outset, the learned counsel appearing for the petitioners submitted that the Secretary of the Manipur Equestrian -3-

Association submitted the proceedings of the Managing Committee Meeting of the Manipur Equestrian Association held on 26-11-2023 along with relevant documents for enrolment of new members of the said Association to the Registrar of Societies, Government of Manipur (respondent No. 2), under cover of a letter dated 20-12-2023. Thereafter, the Secretary of the Manipur Equestrian Association wrote two letters dated 04-03-2024 and 04-09-2024 to the respondent No. 2 reminding about the submission of the earlier proceedings of the Managing Committee Meeting of the Manipur Equestrian Association and documents relating to enrolment of new members, however, the respondent No. 2 failed to take up any action with regard to the said letter written by the Secretary of the Manipur Equestrian Association. The learned counsel further submitted that the Secretary of the Manipur Equestrian Association lastly wrote a letter dated 28-10- 2024 to the respondent No. 2 submitting the proceedings of the General Body Meeting held on 20-10-2024 and the Managing Committee Meeting held on 27-10-2024 of the said Association with a request to give necessary acknowledgement so as to enable the Association to execute the handing over and taking over of charges on time. The learned counsel submitted that despite repeated requests made by the Secretary of the Manipur Equestrian Association, the respondent No. 2 has failed to take up any action till today. The learned counsel, accordingly, submitted that the present writ petition may be disposed of by directing the respondent No. 2 to consider the latest letter dated 28-10-2024 submitted by the Secretary, Manipur Equestrian Association -4-

and to pass appropriate order in terms of the relevant provisions of law within a stipulated period. [3] Mrs. Ch.
Sundari, learned GA appearing for the respondents fairly submitted that as the respondent No. 2 is duty bound under law to take up appropriate action in connection with the letter dated 28-10-2024 submitted by the Secretary, Manipur Equestrian Association as provided under law, she has no objection in disposing of this writ petition as prayed for by the learned counsel appearing for the petitioners. [4] Considering the submission made by the learned counsel appearing for the parties, this court is of the considered view that it will be in the interest of justice to issue the following directions:- (i) The Registrar of Societies, Government of Manipur (respondent No. 2), is hereby directed to consider the proceedings of the General Body Meeting held on 28-10-2024 and the Managing Committee Meeting held on 27-10-2024 submitted by the Secretary, Manipur Equestrian Association, as mentioned under the letter dated 28-10-2024 (Annexure – A/16) and to pass appropriate order strictly in accordance with law; (ii) The whole process should be completed within a period of six weeks from the date of receipt of a certified copy of this order; and -5-

(iii) It is made clear that pending consideration and disposal of the request made by the Secretary, Manipur Equestrian Association, under its letter dated 28-10-2024 and issuance of appropriate order by the respondent No. 2, no coercive action shall be taken up against the Manipur Equestrian Association. With the aforesaid directions, the present writ petition as well as the connected application are disposed of. JUDGE Devananda
