Neutral Citation No. (2026:JHHC:29654) IN THE HIGH COURT OF JHARKHAND AT RANCHI W.P.(C) No.7742 of 2026 ----- Priyanshu Singh, son of Sri Sheo Kumar Singh, residence of 153, New Baradwari, Sakchi, Jamshedpur, P.S. Sitaramdera, P.O. Sakchi, District-East Singhbhum. .......... Petitioner. -Versus- 1. The State of Jharkhand. 2. The Deputy Commissioner, East Singhbhum, Jamshedpur. .......... Respondents. ----- CORAM : HON’BLE MR. JUSTICE RAJESH SHANKAR ----- For the Petitioner : Mr. Sidhant Singh, Advocate For the State : Mr. Shivam Singh, A.C. to S.C.-II ----- Order No.02 Date: 05.10.2026 1. The present writ petition has been filed for issuance of direction upon respondent no. 2 to take an appropriate decision on the petitioner’s application dated 12th April, 2025, seeking an arms licence. 2. Learned counsel for the petitioner submits that the petitioner’s grandfather, namely, Late Lal Kishore Singh, was holding a Double Barrel Breech Loading (DBBL) gun under Arms Licence No. 13/79, Sonari, bearing UIN No. 163450025499512015. The petitioner’s grandfather died on 2nd February, 2023. After the death of his grandfather, the said gun was deposited with A.T. Daw & Co., Arms and Ammunition Dealers, Bistupur, Jamshedpur, on 13th February, 2024. The petitioner, with a view to retain the said gun, made an application seeking an arms licence before respondent no. 2. A copy of the said application has been annexed as Annexure-9 to the supplementary affidavit dated 21st September, 2026, filed on Neutral Citation No. (2026:JHHC:29654) behalf of the petitioner. It is further submitted that the said application was received in the office of respondent no. 2 on 12th April, 2025, and a case, being G.L. Case No. 23 of 2025, was registered. 3. The grievance of the petitioner is that, even after the lapse of about one and a half years, no decision has been taken by respondent no. 2 on the petitioner’s said application, which has compelled him to prefer the present writ petition. 4. Mr. Shivam Singh, learned A.C. to S.C.-II, appearing on behalf of the respondents, submits that respondent no. 2 will take an appropriate decision on the petitioner’s application seeking an arms licence expeditiously. 5. Having heard the learned counsel for the parties and considering the statement of the petitioner made in the writ petition that, pursuant to his application seeking an arms licence, a formal case has been registered, being G.L. Case No. 23 of 2025, in which no decision has yet been taken by respondent no. 2, the said respondent is directed to take up the matter and pass an appropriate order in accordance with law within a period of four weeks from the date of receipt/production of a copy of this order. 6. The writ petition is, accordingly, disposed of with aforesaid direction. (Rajesh Shankar, J.) Rohit/ 05.10.2026 Uploaded on 05.10.2026
