p. 1 IN THE HIGH COURT OF ORISSA AT CUTTACK CRLMP No. 291 of 2026 Basant Pal …. Petitioner Ms. Reshma Behera, Advocate -versus- State of Odisha and others …. Opposite Parties Mr. Raj Bhusan Dash, Additional Standing Counsel CORAM: THE HON’BLE MISS JUSTICE SAVITRI RATHO Order No. ORDER 11.03.2026 01. (Through hybrid mode) 1. The CRLMP has been filed with the following prayer: “ xx xx xx i) To direct the Opp. Party no.3 to register the complaint filed by the Petitioner on 16.02.2026 as an FIR against the accused persons. ii) To direct the Opp. party no.2 to supervise the investigation process against the accused persons. iii) To direct any other direction(s), pass any other appropriate writ(s), Order(s) as this Hon’ble Court may fit just and proper for the ends of justice and equity as this case in question; xx xx xx.” 2. It appears that on the basis of an earlier complaint of the Petitioner, Jagatsinghpur P.S. Case No.114 of 2026 has been registered under Sections 296, 115(2), 351(3) and Section 3(5) of the BNS against one Sabita Pal, Kabita Pal, husband of Sabita Pal and husband of Kabita Pal. Thereafter the complaint under Annexure-1 p. 2 has been submitted by the Petitioner against one Pratima Pal and her daughters, Kabita Pal, Kuni Pal and Sanjukta Pal stating that by paying Rs.20,000/-, the property was handed over to her but RoR was not transferred in her name and when she approached the seller to complete the RoR process, Pratima Pal demanded an additional amount of Rs.4.5 lakhs. When the informant refused to pay the said amount, she denied the same and stated that she never sold the property to her. 3. Considering the nature of allegations, I am not satisfied that any direction under Article 226 of the Constitution of India should be issued to the Opposite Parties to register an FIR on the basis of the complaint dated 16.02.2026 which is stated to have been submitted to the IIC, Jagatsinghpur Police Station and in respect of which, a representation has been sent to the Superintendent of Police on 18.02.2026. 4. The CRLMP is accordingly dismissed. (Savitri Ratho) Judge RKS
