Petitioner is before this Court seeking for the following reliefs: “a) Direct the Respondent No.3 to consider the representation issued by the Petitioner dated 28.03.2026 produced as Annexure D and issue the Allotment letter for the Plot No.25-P1-A to an extent of 1 acre of land located at Hi-Tech Defence & Aerospace Park, Phase-I, KIADB Industrial Area, Bengaluru in favour of the Petitioner; b) Grant a writ of Mandamus directing the Respondent No.3 to follow all such steps required for allotment of land as per the government notification bearing no. CI 179 IAP(e) 2020 dated 29.01.2021 produced as Annexure F such as issuance of the confirmatory letter, possession certificate and execution of the lease-cum-sale - 3 - HC-KAR NC: 2026:KHC:34716 WP No. 20703 of 2026 agreement; c) Issue any other order as deems fit to the facts and circumstances of the case and to meet the interest of justice.” 2. The grievance of the petitioner is that the application and representation submitted by the petitioner on 28.03.2026 at Annexure-D has not been considered in terms of the Government Notification dated 29.01.2021 at Annexure- F. 3. Whenever any application or representation is submitted by a citizen to a statutory authority, it is required for the statutory authority to consider the same and pass necessary orders within a reasonable period of time either accepting or rejecting the request made. 4. Needless to say, if an order of rejection is passed, the same is required to be accompanied by reasons. In the present case, the representation has been pending from 28.03.2026. 5. As such, this Court passes the following order: a) The petition is allowed. - 4 - HC-KAR NC: 2026:KHC:34716 WP No. 20703 of 2026 b) Respondent No.3 is directed to consider the representation of the petitioner dated 28.03.2026, within a period of four weeks from the date of receipt of a copy of this order. c) It is made clear that this Court has not expressed any opinion on the entitlement of the petitioner.
