Mr. Singh, learned counsel appearing for the petitioner would submit that the petitioner was appointed on the post of Assistant Revenue Inspector under respondent No.2 on 03.10.2003. He would further submit that the petitioner has completed more than 23 years of service but till date, his name has not been considered for promotion on account of non-availability of the post of Revenue Sub-Inspector. Without addressing the merits of the case, Mr. Singh would contend that the Municipal Council, Mungeli has submitted a proposal for revision of entire set-up and to create post of Revenue Sub-Inspector vide letter dated 08.09.2025.
