The petitioner has approached this Court through this writ petition seeking a direction for the respondents to prepare and operate a waiting list/reserve list for the post of Head Constable pursuant to advertisement dated 25.11.2025 and to consider the candidature of the petitioner for promotion against the vacancies which remain unfilled due to non-joining of selected candidates/forego. 2. Having heard learned counsel for the petitioner and considering the nature of the reliefs sought, this Court is of the view that the ends of justice would be met if the petitioner is permitted to submit a comprehensive representation before the competent respondent authority ventilating his grievances and grounds raised in this petition. 3. Accordingly, the writ petition is disposed of with the following directions: (i) The petitioner shall be at liberty to submit a detailed representation before the concerned respondent authority within a [2026:RJ-JP:11030] (3 of 3) [CW-4668/2026] period of two weeks from the date of receipt of a certified copy of this order. (ii) Upon receipt of such representation, the respondentauthority shall consider the same objectively and in accordancewith law, and shall pass a reasoned and speaking order within aperiod of two weeks thereafter. (iii) The order so passed shall be duly communicated to the petitioner forthwith. 4. It is made clear that this Court has not expressed any opinion on the merits of the case, and all questions of fact and law are left open to be decided by the competent authority. 5. In case the grievances of the petitioner still persists even after the decision on his representation, he shall be at liberty to avail of such appropriate legal remedy as may be available to him under law. 6.
