Learned State counsel has pointed out that all the respondents before the Deputy Commissioner, Sirsa exercising the powers under Section 42 of the East Punjab Holdings (Consolidation and Prevention of Fragmentation) Act, 1948 (Annexure P-2) have not been impleaded as party in the present case.
