Learned counsel for the petitioner submits that the petitioner was selected as an "Awas Mitra" under the Pradhan Mantri Awas Yojana (Gramin) pursuant to the selection process initiated by the Office of the Chief Executive Officer, Janpad Panchayat, Nawagarh, District Bemetara (C.G.), vide order dated 30.12.2025 (Annexure P/3). It is submitted that, in terms of the guidelines/circular dated 14.08.2025 (Annexure P/2), one "Awas Mitra" is entrusted with the responsibility of supervising 150 beneficiaries and is entitled to receive an honorarium of Rs.1,000/- upon completion of each housing unit. Learned counsel further submits that after completion of the said 150 housing units, the remaining work is to be assigned to the Rozgar Sahayaks, who are to be paid an incentive of Rs.500/- per completed housing unit. 3 3. It is contended that although the petitioner has satisfactorily discharged his duties as an "Awas Mitra" and no adverse material or complaint has ever been recorded against him, by order dated 08.05.2026 (Annexure P/1), respondent No.5 has assigned the duties earlier performed by the petitioner to a Rozgar Sahayak, without granting the petitioner an opportunity to continue working even on the reduced honorarium of Rs.500/- per housing unit, as envisaged under the guidelines. It is submitted that the petitioner is willing to continue discharging the duties of an "Awas Mitra" on the said honorarium of Rs.500/- per housing unit, but his grievance has not been considered by the respondent authorities. Hence, the present writ petition. 4. Learned State counsel does not oppose the limited prayer made on behalf of the petitioner and submits that if the petitioner submits an appropriate representation before the competent authority, the same shall be considered and decided in accordance with law. 5. I have heard learned counsel for the parties and perused the material available on record. 6. Considering the facts and circumstances of the case, particularly the limited nature of the prayer made by learned counsel for the petitioner, this Court is of the opinion that the ends of justice would be served if the petitioner is relegated to the competent authority for redressal of his grievance. Accordingly, the petitioner 4 is granted liberty to submit a comprehensive representation/application before the Chief Executive Officer, Janpad Panchayat, Nawagarh, District Bemetara, along with all relevant documents, ventilating his grievance and claiming consideration for engagement as an "Awas Mitra" on the honorarium of Rs.500/- per completed housing unit, in accordance with the applicable guidelines dated 14.08.2025. In the event such a representation is submitted, the competent authority shall consider and decide the same by passing a reasoned and speaking order, strictly in accordance with law and the applicable policy/guidelines, after affording the petitioner an adequate opportunity of hearing, preferably within a period of 45 days from the date of receipt of the representation. 7. With the aforesaid observations and directions, the writ petition stands disposed of. 8. Pending interlocutory application(s), if any, shall also stand disposed of.
