The petitioner – sister of the detenu – G.Paramdaman (CTP No.00309) is before this Court seeking for the following reliefs: a. Issue a writ of certiorari or any other appropriate writ, order or direction quashing the impugned parole extension rejection order No. DGPCSB/JDLC/SEC4/88/2026-JUDCL dated 27.04.2026 produced as ANNEXURE-'G' issued by the Respondent No. 2/Director General of Police, Prisons and Correctional Services, Karnataka State; b. Issue a writ of mandamus or any other appropriate writ, order or direction directing the Respondent Authorities to grant extension of general parole to CTP No. 00309, Sri G. Parandaman S/o D. Gupendiran, presently lodged in Central Prison, Mysuru, for a period of 60 days for the purpose of completing construction of the family dwelling house at No. 08/19, Kollaimedu, Ammanakuppam Village, R.S. Post, Katpadi Taluk, Vellore District, Tamil Nadu; - 3 - HC-KAR NC: 2026:KHC:33843 WP No. 17426 of 2026 c. Pass such other order or direction as this Hon'ble Court deems fit in the interest of justice and equity. 2. The detenu had been convicted in S.C.No.156/2013 for offences under Section 394, 302, 120(B) of IPC by the III Additional District and Sessions Judge, Mysuru and sentenced on 28.07.2021 with the highest of the sentence being imprisonment for life. The detenu has served a period of 13 years 2 months 13 days of imprisonment (including remission) as on 31.05.2026 and his conduct in jail is said to be satisfactory. The detenu having made an application for extension of parole, the same came to be rejected on the ground that the detenu was having availed parole for house repair on two earlier occasion and present extension application is also for the same reason. 3. The learned counsel for the petitioner submits that the dwelling house of the detenu is partially demolished and is currently in an uninhabited state. A photograph has been produced to that effect. 4. A perusal of the police report indicates that it deals with the conviction of the detenu and does not cover any issue as regards the petitioner is at flight risk and or could cause any harm or injury to the victim/s - 4 - HC-KAR NC: 2026:KHC:33843 WP No. 17426 of 2026 or victim/s causing any harm to the detenu. In that view of the matter, taking into consideration the conduct of the detenu has been satisfactory while incarcerated, there is no particular complaint against the detenu as also the presence of the detenu is required for repair of the dwelling house, this Court passes the following: ORDER i) The Writ Petition is allowed. ii) The concerned respondent is directed to release the detenu - G.Paramdaman (CTP No.00309) on parole for a period of 60 days commencing from 20.07.2026, subject to the following conditions: a) The detenu shall mark his attendance in the jurisdictional Police Station, weekly once throughout the period of his parole and it would be the responsibility of the jurisdictional Police to take them to gaol, in the event, the detenu would evade going back to the gaol, after the expiry of the period of parole. b) Respondent No.1- State of Karnataka shall stipulate strict conditions as are usually stipulated to ensure return of the detenu to - 5 - HC-KAR NC: 2026:KHC:33843 WP No. 17426 of 2026 the gaol and that he shall not commit any other offence during the period of parole. iii) The Registry is directed to communicate the order to the prison authority for its immediate execution. iv) The petitioner and family members of the detenu to comply with all other formalities before the date fixed for release.
