The Petitioner is before this Court seeking for the following reliefs: a) Issue a writ of certiorari or any other writ by quashing the impugned order or action of the Respondents in opening and continuing the name of the Petitioner in the Rowdy Sheet/Rowdy Register maintained by the Respondents, vide ANNEXURE - 'C'; b) Issue a writ of mandamus by directing the Respondents to remove and delete the name of the Petitioner from the Rowdy Sheet/Rowdy Registered maintained by the Respondents; c) Issue a writ of mandamus by directing the Respondents to consider the representation, dated 21.09.2024 vide ANNEXURE - 'D'; d) And pass such other order or relief as this authority deems good and fit on the facts and circumstances of the case, in the interest of justice and equity. - 3 - HC-KAR NC: 2026:KHC:33844 WP No. 19233 of 2026 3. The submission of learned counsel for the petitioner is that there were three cases which were filed against the petitioner, namely Crime No.7/2021, Crime No.156/2015 and Crime No.115/2018. Out of which, ‘B’ report has been filed in Crime No.7.2021 and in Crime No.156/2015, the petitioner has been acquitted. Only Crime No.115/2018 is pending, which has been filed by the relative of the petitioner. In that background, the petitioner has submitted a representation on 21.09.2024 at Annexure-D, which is yet to be considered. 4. Whenever any representation is made by a citizen to any authority, the same is required to be considered; necessary orders passed within a reasonable period of time either accepting or rejecting the request made. Needless to say, when any order of rejection is passed, the same is required to be accompanied by reasons. Neither of them having been made, this Court passes the following: ORDER i. The Writ Petition is allowed. ii. A mandamus is issued directing respondents to consider the representation dated 21.09.2024 - 4 - HC-KAR NC: 2026:KHC:33844 WP No. 19233 of 2026 at Annexure-D within a period of 30 days from the date of receipt of copy of this order. iii.
