Ajay Mohan Goel, Judge (Oral) By way of this writ petition, the petitioner has, inter alia, prayed for following reliefs:- “(i) That Annexure P-2, notification dated September, 2012 may kindly be quashed/ set-aside to the extent that it designates the petitioner as Technician and deprives him pay scale of 10300-34800 with grade pay of 3200/-, which is the revision of pay scale of 5910-20200 with grade pay of 1900/- per month and the respondents may be ordered to grant pay scale of 10300-34800 with grade pay of 3200/- per month to the petitioner from the due date, with all the benefits incidental thereof at par with other Class-III employees who were awarded pay scale of 10300-34800 plus 3200/- grade pay with all the benefits incidental thereof. In the light of the fact that the notification which is being assailed relates to the year, 2012, the present petition is hit by delay and laches. There is no justifiable cause forwarded by the petitioner as to why the petitioner could not come in against the impugned notification before the Court within some reasonable time. Therefore, the petition is dismissed as hit by delay and laches. Pending miscellaneous application(s), if any, also stand disposed of accordingly.
