Hon’ble Shri Justice Rakesh Mohan Pandey Judgment On Board 15.7.2026 1) By way of this petition, the petitioner has sought following reliefs:- 10.1 That, the Hon'ble Court may kindly be pleased to call for entire records pertaining to the case of petitioners for the kind perusal of this Hon'ble Court. 10.2 That, PHQ General Branch for Ministerial cadre and order be passed regarding the promotion according to the roster by making a compliance of guide line time of State Government of Chhattisgarh for the purpose of compliance for the PSC 2003 for the roster 2003 to 30/10/22019 and the order be passed regarding the revision of those promotion on the basis of roster issued by State Government of Chhattisgarh. 10.3 That, until the completion of the revisional/modification not completed the proceeding of the promotion of the current year be order to be stayed. 10.4 The rules of the MP/CG civil service (normal terms of services) Rule 1961 (1) (d) for regarding the seniority be established by the revisional promotions. 10.5 That the Hon'ble Court may kindly be pleased to issue appropriate writ in favour of the petitioners and direct the respondent authority to first up to date the reservation roster and consider the application of the petitioners thereafter fill the posts by promotions as per just and proper manners. 10.6 Any other relief, which may be deemed, fit by this Hon'ble Court just and proper in the facts and circumstances of the case may also be provided in favour of the petitioner. 2) Learned counsel for the petitioners submits that petitioners who were eligible and entitled for promotion from the post of Sub- 3 Inspector(M) to Inspector(M) and Assistant Sub-Inspector(M) to Sub-Inspector(M) were not considered by the respondent authorities in the year 2019 as per reservation roster. He further submits that petitioners may be permitted to make detailed representation(s) in this regard before the respondent No. 2, who in turn may be directed to decide them expeditiously. 3) On the other hand, learned State counsel would oppose. 4) Heard. 5) Taking into consideration the limited prayer made by Mr. Pandey, this petition is hereby being disposed reserving liberty in favor of petitioners to make detailed representation(s) before the respondent No. 2, who in turn is directed to consider and decide such representation(s) if so moved by the petitioners expeditiously strictly in accordance with law. 6) With the aforesaid direction, this writ petition stands disposed.
