(2) Since the issue involved in both the writ petitions is identical, therefore, these are being heard and decided together by this common judgment. However, for brevity, facts of Writ Petition (S/S) No. 13 of 2025 alone are being considered and discussed here.
(3) Petitioners’ claim for regularisation has been rejected by the Executive Officer, Nagar Palika Parishad, Rudraprayag, by holding that their case is not covered by regularisation rules framed in 2013.

Learned Counsel for the petitioners submits that all the petitioners have put in continuous and satisfactory service of more than ten years on daily wages in Nagar Palika Parishad, Rudraprayag, therefore their case is covered by the regularisation rules, as amended in 2025. He submits that the impugned order, therefore is interferable and the matter deserves to be relegated back to the Executive Officer to reconsider petitioners’ claim for regularisation in the light of regularisation rules, as amended in 2025.
(5) Mr. Prashant Khanna, however, submits that at the time of initial appointment of petitioners, there was no sanctioned post in the Nagar Palika Parishad. He submits that he has no objection if the matter is relegated back to the Executive Officer to reconsider the matter in the light of the rules, as amended in

2025. (6) Writ petitions are, accordingly,
disposed of with a direction to Executive Officer to reconsider petitioners’ claim for regularisation in the light of regularisation rules, as amended in 2025. It goes without saying that Executive Officer shall take an independent decision, untrammelled by any observation made in the orders impugned in the writ petitions, within three months from the date of presentation of certified copy of this order.
