The only grievance of the petitioner in the present writ application is that the petitioner has completed the work awarded to the petitioner but in spite of completion of the work and issuance of the completion certificate, the respondent authorities have not released the amount claimed by the petitioner. On August 23, 2018, a work order was issued to the petitioner for construction of boundary wall at Khanpur High Madrasha under Ratua – I, Block Malda for a total amount of Rs. 17,70,233/-. The petitioner has completed the work and submitted the bill for a total amount of Rs. 8,04,274/- on March 4, 2022. 2. The respondent authorities have issued the completion certificate on August 23, 2024 certifying that the petitioner has completed the work on November 17, 2021 as per the schedule and specification as stipulated in the tender within the extended time satisfactory. 3. The petitioner has completed the work as per the specification but the respondent authorities did not release the bill amount. The respondent no. 2 is directed to consider the request of the petitioner for release of the bill amount raised by the petitioner by taking into consideration of the completion certificate and to pass a 2 reasoned and speaking order within a period of four weeks from the date of receipt of the order. If the petitioner is entitled to get the said amount, the amount will be released within a period of one week thereafter. 4. WPA 18624 of 2025 is disposed of. 5.
