JUSTICE SURAJ GOVINDARAJ ORAL ORDER 1. Petitioner is before this Court seeking for the following reliefs: "1. Issue a Writ order or direction in the nature of WRIT OF MANDAMUS directing the Respondent to DISPOSABLE the Petitioner's request in the interest of justice and equity at Annexure-H and Annexure-J; 2. pass such other relief or reliefs as this Hon'ble court deem fit in the fact and circumstances of the above case in the interest of justice and equity." 2. Since the petition has been filed by a party-in- person, it took some time for this Court to understand what the petitioner intends to seek for. After hearing him for sometime, the reliefs as sought for in the petition and as extracted above would have to be read as the petitioner is seeking for a mandamus for his representations at Annexure-H - 3 - HC-KAR NC: 2026:KHC:33601 WP No. 9813 of 2026 dated 28.03.2026 and Annexure-J dated 23.03.2026 to be considered by the respondent-authority. 3. The representations have been submitted by petitioner to the Chief Secretary. It is for the respondent to have considered the same and pass necessary orders. The said representations have not been considered till date. It is in that background that the petitioner is before this Court seeking for the relief as indicated by this Court. 4. Whenever any representation is submitted by a citizen, it is required for the authorities to consider the same and pass necessary orders either accepting or rejecting the representation made. Needless to say that if a representation is rejected, it would have to be accompanied by reasons. In the present case, no order has been passed on the said representation. 5. In that view of the matter, this Court passes the following: - 4 - HC-KAR NC: 2026:KHC:33601 WP No. 9813 of 2026 ORDER (1) The writ petition is partly allowed. (2) The respondent-authority is hereby directed to consider the representations of the petitioner at Annexure-H dated 28.03.2026 and Annexure-J dated 23.03.2026 and pass necessary orders within a period of 6 weeks from the date of receipt of a copy of this order. (3) It is made clear that this Court has not expressed any opinion on the entitlement of the petitioner. The same would have to be independently considered by respondents in accordance with law.
