Learned AGA accepts notice for respondent Nos.1 to 4. 2. The petitioner is before this Court seeking for the following reliefs: (a) Issue a writ in the nature of mandamus or any other appropriate writ, order or direction directing respondents No.2 and 3 to consider the petitioner's applications dated 25.06.2026 and 27.06.2026 (Annexure-H, Annexure-E and Annexure-J) and issue the requisite caste certificate - 3 - HC-KAR NC: 2026:KHC:32937 WP No. 19847 of 2026 and OBC Certificate immediately without any delay to the petitioner, in the interest of justice. (b) To grant any such other relief or order or direction as this Hon'ble Court deems fit under the facts and circumstances of the case to meet the ends of justice. 3. The grievance of the petitioner is that despite an application having been made to respondents No.2 and 3 for issuance of a Caste Certificate on 25.06.2026 and 27.06.2026, the said certificate has not yet been issued. The application having been filed only a week ago, the petitioner ought to have waited for some more time for the said certificate to be issued. 4. Be that as it may. Since the urgency which has been expressed is on account of the Notification issued by respondent No.4 inviting application for certain posts, I am of the considered opinion that the grievance of the petitioner can be addressed by directing the second and third respondent to - 4 - HC-KAR NC: 2026:KHC:32937 WP No. 19847 of 2026 consider the application submitted by the petitioner as expeditiously as possible preferably within a period of 15 days from the date of receipt of a copy of this order. 5. The submission of the counsel for the petitioner is that earlier application having been filed by the petitioner before Tahasildar, K.R.Puram, was not considered since he was not the jurisdictional Tahasildar and as such the petitioner had to file a fresh application before the second respondent, Tasildar, Bangalore East. His submission is that it is on account of the said return that the petitioner has lost valuable time. 6. The said submission requires consideration inasmuch as the state apparatus being one and the same, the K.R.Puram, Tahasildar instead of returning the application, could have transferred the application to the Jurisdictional Tahasildar i.e., the Tahasildar, Bangalore East. The Principal Secretary, Revenue Department is requested to - 5 - HC-KAR NC: 2026:KHC:32937 WP No. 19847 of 2026 look into the matter and set up an appropriate system to address the above grievance. 7.
