Having heard the learned counsel appearing for the petitioner and also the order passed by this Court on 03.04.2025 in WP No.9580/2025 (Annexure-N) and order dated 07.04.2025 in WP No. 10389/2025 (Annexure-R), I am of the opinion that the impugned communication is in the nature of penal action to be taken against the petitioner and in that view of the matter, it is open for the petitioner to file the reply/objection to the communication dated 03.05.2025 (Annexure-A) within three weeks from the receipt of this order and thereafter the respondent No.4 shall consider the same within a period of 4 months thereafter and take a decision in the matter in accordance with law. 3.
