The Chancellor of University through Raj Bhawan, Ranchi 5. The Ranchi University, Ranchi 6. The Vice Chancellor, Ranchi University, Ranchi 7. Jharkhand Public Service Commission, through its Chairman, Lalpur, Ranchi 8. Jharkhand Staff Selection Commission, Ranchi ... … Respondents ----- CORAM: HON’BLE THE CHIEF JUSTICE HON'BLE MR. JUSTICE RAJESH SHANKAR ----- For the Petitioners : Mr. Rajeev Kumar, Advocate Mrs. Niteshwari Kumari, Advocate For the Respondent-JPSC : Mr. Abhay Prakash, Advocate For the Respondent-JSSC : Mr. Sanjoy Piprawall, Advocate Mr. Prince Kumar, Advocate ----- Order No. 27 Dated: 10.09.2026 1. Heard Mr. Rajeev Kumar who appears along with Mrs. Niteshwari Kumari for the petitioner, Mr. Abhay Prakash for the respondent-JPSC and Mr. Sanjoy Piprawall who appears along with Mr. Prince Kumar for the respondent-JSSC. 2. This petition had, inter alia, sought directions for the respondents to fill the vacant posts of Lecturers at the University of Ranchi, alleging that students are suffering for want of regularly appointed teachers and that ad hoc appointments are on the rise. 3. Taking cognisance of the statements in this petition, the 2026:JHHC:27183-DB 2 respondents were directed to file counter affidavits. 4. Upon considering the averments in the petition and the counter affidavits, several orders were made in this petition, inter alia, to direct the JPSC to conduct the prescribed examinations, which had to be cleared by the candidates for appointments to the various posts of teachers in the University. 5. It was pointed out to us that unless the candidates clear the Jharkhand Eligibility Test (JET) Examination, they may not be eligible for appointments to the posts of teachers in the Universities of Jharkhand and that such JET Examination was not held from 2016 onwards. 6. The order dated 12.02.2026 records that the tentative date for JET, 2024 Examination would be 29.03.2026. Because the statements made on behalf of the JPSC were vague, it was directed to file a specific affidavit. 7. The order dated 30.07.2026 records that, although the examination could not be held on 29.03.2026, it was held on 26.04.2026. The order records that the post-conduct of examination on 26.04.2026 and 14.06.2026, further procedures like inviting objections to the model answer keys published by the JPSC are in progress, and the status report in that regard would be filed before this Court. 8. The JPSC filed an affidavit on 03.09.2026, stating that the examinations held on 26.04.2026 and 14.06.2026 have been cancelled by the State Government vide communication dated 18.08.2026. 2026:JHHC:27183-DB 3 9. Mr. Abhay Prakash was unable to make any statement about a timeline within which the fresh JET Examination would be held. 10. Considering the grievance raised in this petition, the affidavits filed by the respondents on record, and the orders passed from time to time, we direct the State Government, within four weeks from today, to issue a requisition to the JPSC to hold a fresh JET Examination. Upon receipt of such requisition, the JPSC must hold and complete the process up to the declaration of results of the JET Examination within six months from the receipt of such requisition. 11. The aforesaid direction is issued subject to there being no judicial orders challenging the cancellation of the examination already held and restraining the State and the JPSC from holding any fresh JET Examination. 12. Once the examination results are out, the concerned respondents, including the Ranchi University, must take emergent steps to fill up the vacancies of teachers expeditiously and in accordance with law. 13. The petition is disposed of with the above directions, and no order as to costs. 14. The interim applications, if any, in this matter are disposed of. (M. S. Sonak, C.J.) (Rajesh Shankar, J.)
