Learned Assistant Government Pleader for Social Welfare passed on written instructions issued by the Executive Engineer, Tribal Welfare, Parvathipuram vide Rc.No.90 /2017/R&R/SA2, dated 20.12.2025. The instructions are placed on record, wherein it was admitted that the amount due to the Petitioner is Rs.56,04,192/- and that final bills were submitted through CFMS, but payments could not be made and were returned due to ‘Year End Activity.’ It was further submitted that the bills were again processed through the CFMS portal but were not accepted due to want of P.S audit authorization. Thereafter, Phase-II bill numbers were generated in CFMS in the year 2023, but the bills could not be processed due to the non-availability of budget. In the interregnum, instructions were issued by higher authorities that all work bills to be processed only through NIDHI portal. 3. In view of the admission of outstanding amounts, this Writ Petition is disposed of, with the following directions:- (i) The Respondents are directed to pay the amounts due to the Petitioner within a period of four (04) 8 months from the date of receipt of a copy of this order. (ii) The Respondents shall also pay interest @6% P.A for delayed payments within the above mentioned time period. (iii) There shall be no order as to costs.
